A vector image is one where the lines which make up the image are constructed from vector equations. Basically this mean that the image remains perfect, whatever the size, and is able to be cut into vinyl. The opposite of vector is pixilated, where the image is made from many pixals or dots and therefore gets very pixilated at large sizes.
